Do they give lip service to the problems but allow things to move forward as planned or do they act as a true consumer watchdog group and actively search for faults and weaknesses and address them as if it were their families taking on the risks. My bet is they hold the hearing, allow people to vent and then the toxic waste comes to Arrowhead exactly as planned. All courtesy administrative law. A completely different scenario would be unfolding if common law nuisance standards applied.
