		<description>I have to wonder if this will be enforced as far as Alabama Power Company and their consistent practice of spraying herbicides along roadways into drainages.The drainage ditches do drain, in fact. I have watched their trucks spraying continuously while crossing streams as large as the Locust and Mulberry Forks of the Black Warrior River.</description>
