He probably forgot since he likely did not write the speech he gave promising to give it up, and didn't notice what he was saying when he read the speech. (And even if he did remember, he probably didn't give a darn.) I never really got into golf myself, other than miniature aka "putt-putt" which is considerably cheaper and can be played quickly.
