Bush and his neoconservative advisers saw the Israel-Hezbollah conflict as a chance to get the Israelis to spread the war to Syria and achieve the long-sought goal of “regime change” in Damascus. But sources say the Israeli government torpedoed the scheme, deciding instead to concentrate on rooting Hezbollah guerrillas out of southern Lebanon.
